Biographical Notes:

Sandra Upchurch was admitted to The Florida Bar in 1994 and became a certified circuit civil mediator in 1996. Ms. Upchurch comes to Upchurch Watson White and Max with 13 years of experience in local government law and its many facets. Ms. Upchurch's governmental experience began in 1996 with the Florida Attorney General's Office where she spent several years litigating with a specialization in the defense of class action claims filed against various state agencies. Ms. Upchurch continued her dedication to governmental affairs working on a myriad of local government issues as an Assistant City Attorney for the City of Tallahassee. Her experience in Tallahassee led directly to a position in Ormond Beach where she practiced as the Deputy City Attorney for 7 years.

Ms. Upchurch has provided general counsel services to state and local governments including contract and claims review, preparation of legislation and consent decree monitoring, and has handled contract, zoning, annexation, land use, employment, and law enforcement disputes. She has provided guidance and support to her governmental clients through administrative actions, intergovernmental conflicts, citizen initiatives and budget discussions. She is keenly aware of the concerns facing governmental entities once litigation is threatened or initiated and brings this knowledge to the table as she assists parties in resolving their governmental disputes in the most cost-effective manner possible.
